The publication of this  first issue of Tax Stamp News coincides with the conclusion of the third session of the Intergovernmental Negotiating Body (INB) on a Protocol on Illicit Trade in Tobacco Products, which forms part of the Framework Convention on Tobacco Control. Held in Geneva, the eight-day session was attended by representatives from some 130 countries to debate and reach agreement on this protocol, the target for the adoption of which is next year.
